Is it possible to build an expert programmer in only 16 weeks?

There’s an interesting story over at Australian IT at the moment on how offshorer Infosys Systems is dealing with the growing skills shortage in India. Apparently, they have a campus where they can train newbies to become “top-notch software programmers” in only 16 weeks.
